Pdf Summary
The document sets out ACEC’s Professional and Ethical Conduct Guidelines for consulting engineers. It emphasizes that consulting engineering is a trusted profession with a direct impact on public welfare, and therefore requires honesty, impartiality, fairness, and strong ethical behavior.

The preamble states that engineers must prioritize the public’s health, safety, and welfare above all else.

The guidelines are organized around five fundamental canons:
1. Put public safety, health, and welfare first.
2. Work only within one’s areas of competence.
3. Communicate publicly in a truthful and objective way.
4. Act as a faithful agent or trustee for each client.
5. Avoid improper solicitation of work.

The rules of practice explain these duties in more detail. Engineers must not approve unsafe work, must report serious dangers if professional judgment is overridden, and must protect confidential client information unless disclosure is required by law. They must avoid association with fraudulent practices and cooperate with authorities in ethical investigations.

They may accept only assignments for which they are qualified, and may sign project documents only when they have proper responsibility and oversight. Public statements, reports, and testimony must be accurate, complete, and based on sufficient knowledge. They must disclose conflicts of interest, avoid double compensation without full disclosure, and refrain from participating in decisions where personal or organizational interests conflict.

Finally, the guidelines prohibit false claims about qualifications or past work, and ban bribery, improper political contributions, gifts, or brokerage fees used to secure contracts.
