This document provides instructions for completing Standard Form (SF) 330, “Architect-Engineer Qualifications,” used by U.S. federal agencies to collect and evaluate the professional qualifications of architect-engineer (A–E) firms competing for federal A–E contracts. Selection is governed by 40 U.S.C. chapter 11 and FAR Part 36, requiring agencies to publicly announce requirements (with limited exceptions), evaluate firms based on published criteria, select at least three most qualified firms, and negotiate a fair and reasonable price starting with the top-ranked firm. SF 330 information is evaluated alongside other sources such as past performance records, additional agency-requested data, interviews, and references. The form has two parts: <strong>Part I</strong> captures qualifications for a specific contract; <strong>Part II</strong> captures general firm or branch office qualifications and may be submitted for agency files or included for each team member on a specific proposal. Agencies may add instructions (e.g., page limits) and firms are urged to be concise. Part I sections include: <strong>A</strong> contract identification (title/location, public notice date, solicitation/project number); <strong>B</strong> prime/joint venture point of contact; <strong>C</strong> proposed team listing prime and key subcontractors/consultants and their roles (changes require contracting officer approval); <strong>D</strong> an organizational chart; <strong>E</strong> resumes for key personnel (experience, firm location, education, registrations, other qualifications, and up to five relevant projects per person); <strong>F</strong> up to ten example projects demonstrating team capability, with owner contacts, descriptions, relevance, and which team firms participated; <strong>G</strong> a matrix showing which key personnel worked on which example projects; <strong>H</strong> additional agency-requested information; and <strong>I</strong> an authorized representative’s signature certifying accuracy and team commitment. Part II requires firm identification, establishment year, unique entity identifier, ownership and small business status, points of contact, former names for past performance tracking, staffing by discipline (using provided function codes), experience/revenue profiles (using profile codes), and average revenues, plus certification by an authorized representative.
