Video Summary
This presentation by Rebecca Bowman examined the cascading failure of Michigan's Edenville and Sanford dams in May 2020, focusing on ethical, engineering, and regulatory issues. Built in the early 20th century, these aging earthen dams were owned by Boyce Hydro, which repeatedly failed to comply with Federal Energy Regulatory Commission (FERC) orders to repair insufficient spillway capacity and other violations from 2009 to 2017. Despite multiple warnings, violation notices, and revoked licenses, necessary repairs were never completed, partly due to inadequate enforcement powers held by FERC and financial constraints of the dam owner. The catastrophic failure followed extreme rainfall, leading first to overtopping at Smallwood Dam, then breach of the Edenville Dam with a dramatic collapse of its earthen embankments, and finally the overtopping and failure of Sanford Dam. Key findings highlighted construction deficiencies, insufficient dam safety analyses based on non-representative conditions, and lack of mandatory maintenance funding. The emergency response was effective in preventing loss of life, despite earlier emergency plan shortcomings. Lessons include the critical need for watershed-based dam safety assessments, empowered regulatory oversight, public-private partnerships for funding, and comprehensive engineering evaluations to prevent similar failures. The Four Lakes Task Force was formed to manage future dam safety and explore rebuilding options, although some dams may not be reconstructed. The case underscores complex ethical and practical challenges in maintaining aging infrastructure.
