Protiviti and NC State University’s 2025 Executive Perspectives on Top Risks survey captures views from 1,215 board members and C-suite executives worldwide on the most significant risks facing organizations over the next 2–3 years and out to 2035. The study reviewed 32 risks across macroeconomic, strategic, and operational categories, with updated survey methods this year to better reflect leader decision horizons and simplify responses.<br /><br />Key findings show that leaders are more confident in their organizations’ resilience, agility, and preparedness than in prior years, likely because of lessons learned from recent disruptions such as the pandemic, cyberattacks, inflation, and geopolitical instability. However, they still see major threats ahead and emphasize the need for horizon scanning, scenario planning, analytics, and rapid-response planning.<br /><br />The top near-term risks are:<br />1. Economic conditions and inflationary pressures<br />2. Cyber threats<br />3. Talent attraction, retention, and succession challenges<br />4. Talent and labor availability<br />5. Labor cost increases<br />6. Regulatory change and scrutiny<br />7. Third-party risks<br />8. Disruptive innovation from new technologies<br />9. AI adoption requiring scarce skills<br />10. New risks from implementing AI<br /><br />The long-term outlook is dominated by persistent versions of the same issues, especially economic conditions, labor availability and costs, geopolitical instability, regulatory change, AI-related risks, and cyber threats.<br /><br />The report highlights three major themes:<br />- Economic uncertainty remains the number one global concern.<br />- Cyber risk continues to evolve, especially with AI both strengthening defenses and enabling attackers.<br />- AI and talent risks are tightly linked, with concerns about reskilling, upskilling, and responsible deployment.<br /><br />Overall, the report concludes that today’s risks are interconnected, persistent, and increasingly complex, making alignment between boards and executives essential for effective risk management.
